While both of these manga series are extremely popular and well-known among fans, the creators have their own distinct styles and approach to storytelling. Kishimoto helping Oda to write Doflamingo is just a rumor as it stands.
According to a popular Reddit Post in r/OnePiece where it was asked if Kishimoto helped Oda write Doflamingo, one of the top responses stated that Doffy is the completely opposite of a character Kishimoto would write.
